Modify G4Cerenkov to allow for MaxBetaChangePerStep, sets PostStepGetPhysicalInteractionLength to where the particle would drop below the Cerenkov threshold in the current material. The Cerenkov photon origins are now sampled according to the linear decrease in the MeanNumberOfPhotons over the step. G4Cerenkov now inherits from G4VProcess.
