 * Improvement of VOConfigTask to support VOMS server attibute `IS_VOMSADMIN_SERVER` now published in VO card (Michel)
   * Added in the backlog on 16/12 as this is urgently needed after the change in `dteam` VOMS servers
   * 16/12: Require a full rewrite of the task as the original version is unmaintainable
