CMTPROJECTPATH redefinitions should trigger reconfiguration like CMTPATH

Description
When CMTPATH is modified in a requirements file this triggers an internal reconfiguration.
This should happen too for CMTPROJECTPATH
In cmt_project.cxx the value of CMTPROJECTPATH is acquired via 'getenv'. This is not enough and the internal definition should be considered as well as the getenv style.
