Description
Several points to improve compilation time:
- Build dependencies
- Use checksum instead of timestamps

Hi there,
I think improving the compilation time is a 'must-do' issue. To me, having to recompute all the dependencies each time I do 'make' is suboptimal. Hence, providing a "configure | make | make install" (or at least configure|make) would dramatically improve the build and turn-around time of a typical Atlas developer: when a developer works on a package, she usually does not mess with the dependencies each time she modifies a file (usually it is just to make the damn thing at least compile).
